Incident Management Team Overview

The Hunterdon-Warren Type 4 Incident Management Team (HW-IMT4) was created by the Hunterdon County Office of Emergency Management & Warren County Office of Emergency Management to assist local, county, and state jurisdictions during a large scale/complex incident and/or event regardless of the Incident complexity at the request of the local Incident Commander (IC), Unified Command (UC), and/or Jurisdictional Representative. The Incident Management Team (IMT) is made up of highly trained and experienced emergency responders who have come together to aid requesting jurisdictions in Hunterdon County, Warren County, surrounding Counties, and the State of New Jersey with the ultimate focus on increasing efficiency and effectiveness in Incident Management documentation and Event documentation to bring an incident to a successful conclusion.

The HWIMT Type 4 (HW-IMT4) is designed to provide personnel who are trained and organized to support disaster response operations by assisting the Incident Commander/Unified Command (IC/UC) of the AHJ using Incident Management. The HW-IMT4 may be used for, but not limited to, the following types of incidents or events:
  1. Incidents that may involve the inability of the Agency Having Jurisdiction (AHJ) to adequately   provide incident management due to size, scope, or complexity of an incident or event;
  2. Incidents involving Terrorism or Hazardous Materials;
  3. Incidents that pose unique tactical and/or Incident Management requirements;
  4. Special events that may require the coordination of multiple agencies and organizations, or pose unique or significant response challenges; or
  5. Incidents that span over multiple jurisdictions

The HW-IMT4 operates within the framework of the National Incident Management System (NIMS), and provides local, county, and regional jurisdictions with an effective Incident Management resource that facilitates local, county, and regional adoption of NIMS, as specified in Homeland Security Presidential Directive 35 (HSPD-5).

The HW-IMT4 will respond as a Type 4 Incident Management Team (IMT) to perform functions requested by the Agency Having Jurisdiction. Overall command and operations of any incident will always remain with the Agency Having Jurisdiction. The HW-IMT4 will provide support and consultation to the IC/UC.
